Discipline

Discipline at The Football Association of Wales is dealt with by the Compliance Department.  

The department administrates both on-field and off-field offences for directly affiliated competitions. 

All sending-off and caution offences are processed through this department and below you will find a quick reference guide that you can download which will provide you with a brief outlook of automatic disciplinary procedures for on-field offences for the 2007/2008 season. 

The Compliance Department is also responsible for processing disciplinary matters concerning Cardiff City FC, Swansea City FC, Wrexham FC, Colwyn Bay FC, Merthyr Tydfil FC and Newport County FC who all play within the English pyramid system.

Any suspensions that are imposed through sending-off offences and the accumulation of caution offences are made available to you by the Compliance Department through our Suspension Report which is published weekly here on the FAW website. You can view it by selecting the ‘Suspensions’ tab from the menu on the left.

OUTSTANDING SUSPENSIONS: On the suspension page you will find a downloadable list detailing those persons who have outstanding suspensions from the 2007/2008 Season that are to be served at the commencement of the 2008/2009 Season. If a Club has signed or re-signed any of these persons for the forthcoming season, they must notify the Compliance Department of The Football Association of Wales in writing (if they have not already done so) quoting the appropriate reference number and providing details of which Senior Team match(es) the person(s) will miss as a result of their suspension. This list will be regularly updated when appropriate here on the FAW website. (07.08.09)

BANGOR CITY FC: Bangor City FC were charged with a Disciplinary Offence as set out under FAW Rule 24.2.13 for the alleged encroachment on the pitch area by its supporters during the Welsh Cup Final match, Bangor City FC v Llanelli FC played on 4th May 2008. After carefully considering the written, verbal and DVD evidence submitted, a FAW Disciplinary Panel decided that Bangor City FC should be fined £10,000, of which £5,000 is to remain suspended up until the end of the 2008/2009 Season and be payable should a further charge of misconduct against the Club, as a result of an incident involving their supporters during this period, be found proven by a FAW Disciplinary/Appeals Panel. BANGOR CITY FC SECRETARY: Alun Griffiths, Secretary of Bangor City FC, was charged with a Disciplinary Offence as set out under FAW Rule 24.2.9 for his alleged improper conduct and/or alleged use of offensive or insulting language during the Welsh Cup Final match, Bangor City FC v Llanelli FC played on 4th May 2008. After carefully considering the written evidence submitted, the Disciplinary Panel decided that Alun Griffiths should be fined a total of £500, of which £250 is to remain suspended up until the end of the 2008/2009 Season and be payable should a further charge of misconduct against Alun Griffiths, as a result of an incident during this period, be found proven by a FAW Disciplinary/Appeals Panel. EVANS MATCH SUSPENSION: Jamie Roland Evans of Four Crosses FC was charged with a Disciplinary Offence as set out under FAW Rule 24.2.1. A Disciplinary Panel decided that the charge against Jamie Evans be proven and that a MATCH SUSPENSION be imposed as and from the commencement of the 2008/2009 Season until Four Crosses FC have completed 2 (two) Senior Team matches in Approved Competitions. HARRIS GETS TOUCHLINE SUSPENSION: Mark Harris of West End FC was charged with a Disciplinary Offence as set out under FAW Rule 24.2.9 for his alleged misconduct during the Welsh Football League Youth Division match, Bryntirion Athletic FC v West End FC played on 27th April 2008. A FAW Disciplinary Panel decided that the charge be proven and that Mark Harris should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2008/2009 Season and until West End FC have completed 2 (two) Senior Team matches in Approved Competitions. GRIFFITHS SUSPENSION: Justin Griffiths of High Street Harriers FC was charged with a Disciplinary Offence as set out under FAW Rule 24.2.1. A Disciplinary Panel decided that the charge against Justin Griffiths be proven. The Panel further decided that Justin Griffiths should be suspended up until 31st December 2008 from all involvement in football relating to juveniles and young persons under the age of 18. MORGAN THREE MATCH SUSPENSION: Lee Morgan of West End FC was charged with a Disciplinary Offence as set out under FAW Rule 24.2.9 for his alleged misconduct following the conclusion of the Welsh Football League Division Two match, Bettws FC v West End FC played on the 1st March 2008. A Disciplinary Panel decided that the charge against Lee Morgan be proven. The Panel further decided that he should be subject to a MATCH SUSPENSION as and from the commencement of the 2008/2009 Season and until West End FC have completed 3 (three) Senior Team matches in Approved Competitions. EVANS MATCH SUSPENSION: Richard Lee Evans was charged with a Disciplinary Offence as set out under FAW Rule 24.2.9 for his alleged misconduct whilst playing for Gap Queens Park FC in their Cymru Alliance Football League match, away at Bala Town FC played on 25th March 2008. A Disciplinary Panel decided that the charge be proven and that Richard Lee Evans should be subject to a MATCH SUSPENSION as and from the commencement of the 2008/2009 Season and until Gap Queens Park FC have completed 4 (four) Senior Team matches in Approved Competitions. A Disciplinary Panel decided that the charges against Kevin Richards be proven and that a 10 (ten) MATCH SUSPENSION which was imposed following a previous Disciplinary Hearing and suspended until the end of the 2007/2008 Season, should now be enforced. Furthermore, the Panel decided that the 10 MATCH SUSPENSION shall start as and from the commencement of the 2008/2009 Season and be measured by Ton Pentre FC's Senior Team matches in Approved Competitions. A LETTER OF APOLOGY: In April Philip Woosnam, a Council Member of The Football Association of Wales, pleaded guilty to a charge with a Disciplinary Offence likely to bring the game into disrepute following his comments reported in an article that was published in the Daily Post newspaper on Tuesday, 16th October 2007. In relation to this matter Mr Woosnam has issued the following apology to Mr John Toshack:

21st April 2008

Dear Mr Toshack,

As a result of a FAW disciplinary hearing held last week in Cardiff, I was asked to write you a letter of apology as a result of my comments made in the Daily Post newspaper after the Cyprus game played last October.

I regret my actions at that time and apologise to you most sincerely as I recognise that it was not in the best interests of Welsh football.

I would like to wish you, your staff and all of the players selected all the very best for the forthcoming World Cup campaign.

SWANSEA CITY CHARGED: Charges have been issued against Swansea City and Havant & Waterlooville in relation to an incident during their FA Cup Third Round match at the Liberty Stadium on 5th January 2008. Swansea City has been charged by the Football Association of Wales with the Disciplinary Offence of the alleged failure of its players to conduct themselves in an orderly fashion or fail to refrain from violence, threatening or provocative behaviour, conduct or language. The Football Association has charged Havant & Waterlooville for the conduct of their players for failing to ensure its players conducted themselves in an orderly fashion and refrained from provocative behaviour. SUSPENSION: Mr Keith Bryan of Wrexham, a former Council Member of the Football Association of Wales, has recently been found guilty by a FAW Appeals Panel of an offence likely to bring the game into disrepute. The offence took place during Mr Bryan’s tenure as a Council Member and the Appeals Panel, after carefully considering the written and verbal evidence submitted, decided that Mr Bryan should be subject with immediate effect to a sine die suspension from all football related administration, management and governance with no review until September 2014. LYNCH & LEWIS SUSPENDED: Jeff Lynch and Christian Lewis of Merthyr Saints FC were charged for their alledged use of offensive and insulting language, after having been sent-off, during the Welsh Football League Division Three match, Merthyr Saints FC v Porthcawl Town FC played on 27th October 2007. After carefully considering the evidence the Disciplinary Panel decided that the charges against Jeff Lynch and Christian Lewis be proven and that a MATCH SUSPENSION should be imposed on them as and from 13th December 2007 until Merthyr Saints FC have completed 3 (three) Senior Team matches in Approved Competitions. The FAW Disciplinary Panel decided that the charge against Andrew Miller be proven. BRITON FERRY COACH SUSPENDED: Briton Ferry Athletic FC Coach, Daniel Thomas, was charged for his alledged use of offensive and/or insulting language following the conclusion of the Welsh Youth Cup Round One match, Llanrumney United FC v Briton Ferry Athletic FC played on 30th September 2007. Following their consideration of the evidence the Disciplinary Panel decided that the charge against Daniel Thomas be proven and that a TOUCHLINE SUSPENSION be imposed until his club have completed 2 (two) Senior Team matches in approved competitions as and from 30th November 2007. The charge against Ricky Williams was found proven by the FAW Disciplinary Panel who after carefully considering the evidence decided that a TOUCHLINE SUSPENSION be imposed on the Joint Manager as and from 30th November 2007 until Bodedern FC have completed 2 (two) senior team matches in Approved Competitions.
