Discipline

Discipline at The Football Association of Wales is dealt with by the Compliance Department.  

The department administrates both on-field and off-field offences for directly affiliated competitions. 

All sending-off and caution offences are processed through this department and below you will find a quick reference guide that you can download which will provide you with a brief outlook of automatic disciplinary procedures for on-field offences for the 2009/2010 season. 

The Compliance Department is also responsible for processing disciplinary matters concerning Cardiff City FC, Swansea City FC, Wrexham FC, Colwyn Bay FC, Merthyr Tydfil FC and Newport County FC who all play within the English pyramid system.

Any suspensions that are imposed through sending-off offences and the accumulation of caution offences are made available to you by the Compliance Department through our Suspension Report which is published weekly here on the FAW website. You can view it by selecting the ‘Suspensions’ tab from the menu on the left.

SERRAN APPEAL UPHELD: On Wednesday, 30th December 2009 a Disciplinary Panel of the Football Association of Wales considered a Claim of Wrongful Dismissal for the sending-off for violent conduct of Albert Serran of Swansea City FC whilst participating in the Coca-Cola Championship match, Swansea City v Crystal Palace played on 28th December 2009.

Having carefully considered the written and DVD evidence submitted, the Panel determined that the Claim should be upheld and that Albert Serran SHOULD NOT serve the standard three match suspension for the offence.

McPHAIL APPEAL:  A Disciplinary Panel of the Football Association of Wales met on Friday, 18th September 2009 to consider a claim of Wrongful Dismissal for the sending-off for serious foul play of Stephen McPhail of Cardiff City FC during the Football League Championship match, Reading v Cardiff City played on 16th September 2009. 

After carefully considering the written and DVD evidence submitted, the Panel decided that the ‘Claim’ be determined as follows:- 

1.         The ‘Claim’ is rejected and Stephen McPhail shall serve the standard 3 (three) match suspension with immediate effect.       

2.         The fee shall be retained and there shall be no order as to costs.

SWANSEA CITY CHARGE: A Disciplinary Panel of the Football Association of Wales met on Thursday, 17th September 2009 to consider the charge against Swansea City FC with the Disciplinary Offence as set out under FAW Rule 24.2.12, for the alleged failure of its players to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language whilst participating in the Football League Championship match, Swansea City v Reading played on 18th August 2009 

After carefully considering the written and DVD evidence submitted, the Panel decided that the charge against Swansea City FC be proven.  The Panel further decided that Swansea City FC should be warned as to their future conduct, be fined £2,500.00. 

In determining this penalty, the Panel gave due consideration to the Club’s previous misconduct record. (18.09.09)

PINTADO CHARGE: A Disciplinary Panel of the Football Association of Wales met on Thursday, 17th September 2009 to consider the charge against Gorka Pintado Del Molino of Swansea City FC with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct, after having been sent-off, during the Carling Cup match, Swansea City v Scunthorpe United played on 25th August 2009.  

After carefully considering the oral, written and DVD evidence submitted, the Panel decided that the charge against Gorka Pintado Del Molino be proven. The Panel further decided that Gorka Pintado Del Molino should be subject to a MATCH SUSPENSION as and from 1st October 2009 and until Swansea City FC have completed 1 (one) Senior Team match in Approved Competitions.  (18.09.09)

It details those persons who have outstanding suspensions from the 2008/2009 Season that are to be served at the commencement of the 2009/2010 Season. If a club has signed or re-signed any of these persons for the forthcoming season, they must notify the Compliance Department of The Football Association of Wales in writing (if they have not already done so) quoting the appropriate reference number and providing details of which Senior Team match(es) the person(s) will miss as a result of their suspension. FAW DISCIPLINARY PANEL FINDINGS:

The appeal by Rhydymwyn FC against the decision of the Welsh Alliance Football League who found the Club guilty of playing an ineligible player in their league match against Halkyn United FC played on 4th March 2009, and as a consequence, fined the Club £20.00 and deducted three points from the Club’s league total, was dismissed by a FAW Disciplinary Panel.

The charge against Nantlle Vale FC with the Disciplinary Offence as set out under FAW Rule 24.2.6, in that the Club allegedly allowed Alun Williams to represent Nantlle Vale FC in their Welsh Alliance Football League matches played against Holywell Town on 13th April 2009 and Pwllheli on 15th April 2009, whilst the said player was serving a three match suspension as and from 12th April 2009, was found proven by a Disciplinary Panel who further decided that Nantlle Vale FC should be fined £75.00 and be warned as to their future conduct.

The charge against Alun Williams of Nantlle Vale FC with the Disciplinary Offence as set out under FAW Rule 24.2.1 ie. “violated the Rules or Regulations” of the Football Association of Wales, for his alleged participation for Nantlle Vale FC in their Welsh Alliance Football League matches played against Holywell Town on 13th April 2009 and Pwllheli on 15th April 2009, whilst serving a three match suspension as and from 12th April 2009, was found proven and the Disciplinary Panel further decided that Alun Williams should be subject to a MATCH SUSPENSION as and from the commencement of the 2009/2010 Season and until Nantlle Vale FC have completed 2 (two) Senior Team matches in Approved Competitions. The Panel also decided that Alun Williams should be warned as to his future conduct.

The charge against Carl John Owen of Porthcawl Town FC with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct towards an opponent, after having been sent-off, during the Welsh Football League Division Three match, Merthyr Saints v Porthcawl Town played on 2nd May 2009, was found proven by a FAW Disciplinary Panel. The Panel further decided that Carl John Owen should be subject to a MATCH SUSPENSION as and from the commencement of the 2009/2010 Season and until Porthcawl Town FC have completed 3 (three) Senior Team matches in Approved Competitions. The Panel also decided that Carl John Owen should be fined £75.00.

The charge against Andrew Brooker, Manager of Aberbargoed Buds FC (Reserves), with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of offensive or insulting or abusive language during the Welsh Football League Reserve Division East match, Garw SBGC v Aberbargoed Buds played on 4th April 2009, was found proven. The FAW Disciplinary Panel further decided that Andrew Brooker should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2009/2010 Season and until Aberbargoed Buds FC have completed 2 (two) Senior Team matches in Approved Competitions. The Panel also decided that Andrew Brooker should be fined £75.00. Andrew Brooker was also charged with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct and/or alleged use of offensive or insulting or abusive language following the conclusion of the above mentioned match. As a result the Panel found the charge proven and decided that Andrew Brooker should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2009/2010 Season and until Aberbargoed Buds FC have completed 3 (three) Senior Team matches in Approved Competitions. This suspension to be served consecutively with the two match suspension as detailed above. The Panel also decided that Andrew Brooker should be fined £100.00.

The charge against Ivor Beynon, Manager of Afan Lido FC (Reserves), with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct and/or comments during the Welsh Football League Reserve Division West match, Afan Lido v Pontardawe Town played on 9th April 2009, was found proven by a FAW Disciplinary Panel. The Panel decided that Ivor Beynon should be warned as to his future conduct.

RECENT FAW DISCIPLINARY PANEL FINDINGS: 

The charge against Mark Aizlewood, Coach to Carmarthen Town FC, with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct and/or comments during the Welsh Cup Semi-final match, Aberystwyth Town v Carmarthen Town played on 12th April 2009 was found not proven by a FAW Disciplinary Panel.

The charge against Michael Copeman, Manager of Cwmbran Celtic FC, with the Disciplinary Offence as set out under FAW Rule 24.2.13, for his alleged encroachment onto the pitch area during the Welsh Football League Division Two match, Garden Village v Cwmbran Celtic played on 14th March 2009 was found proven by a FAW Disciplinary Panel who further decided that he should be severely warned and fined £50.00. Michael Copeman was also charged with the Disciplinary Offence as set out under FAW Rule 24.2.9, for allegedly adopting an aggressive attitude during the same match. The Panel decided that Michael Copeman should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2009/2010 Season and until Cwmbran Celtic FC have completed 2 (two) Senior Team matches in Approved Competitions. The Panel also decided that he should be severely warned as to his future conduct and fined £50.00. 

The charge against Bettws FC with the Disciplinary Offence as set out under FAW Rule 24.2.12, for the alleged failure of its players to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the half-time interval of the Welsh Football League Division One match, Bettws v Cambrian & Clydach BGC played on 21st March 2009 was found proven by a FAW Disciplinary Panel. As a result the Panel decided that Bettws FC should be fined a total of £500.00; £250.00 of which is to remain suspended up until the end of the 2009/2010 Season and to be payable should a similar charge against the Club in relation to an incident involving its players during this period, be found proven by a FAW Disciplinary Panel. The Club were also charged with the Disciplinary Offence as set out under FAW Rule 24.2.12, for the alleged failure of its officials and/or staff to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the half-time interval of the same match. The Panel decided that the charge was proven. The Panel further decided that Bettws FC should be fined a total of £500.00; £250.00 of which is to remain suspended up until the end of the 2009/2010 Season and to be payable should a similar charge against the Club in relation to an incident involving its officials and/or staff during this period, be found proven by a FAW Disciplinary Panel. 

The charge against Cambrian & Clydach BGC FC with the Disciplinary Offence as set out under FAW Rule 24.2.12, for the alleged failure of its players to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the half-time interval of the Welsh Football League Division One match, Bettws v Cambrian & Clydach BGC played on 21st March 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Cambrian & Clydach Vale BGC FC should be fined a total of £500.00; £250.00 of which shall remain suspended up until the end of the 2009/2010 Season and to be payable should a similar charge against the Club in relation to an incident involving its players during this period, be found proven by a FAW Disciplinary Panel. The Club were also charged with the Disciplinary Offence as set out under FAW Rule 24.2.12, for the alleged failure of its officials and/or staff to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the half-time interval of the same match. The Panel decided that the charge against Cambrian & Clydach Vale BGC FC be not proven. 

The charge against Nick Hughes, Assistant Manager of GAP Connahs Quay FC, with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of offensive or insulting or abusive language during the Welsh Premier Football League match, Bangor City v GAP Connahs Quay played on 6th February 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Nick Hughes should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2009/2010 Season and until GAP Connahs Quay FC have completed 2 (two) Senior Team matches in Approved Competitions. The Panel also decided that Nick Hughes should fined £125.00. Nick Hughes was also charged with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct and/or alleged use of offensive or insulting or abusive language during the Welsh Premier Football League match, Welshpool Town v GAP Connahs Quay played on 13th March 2009. The FAW Disciplinary Panel found the charge proven and further decided that Nick Hughes should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2009/2010 Season and until GAP Connahs Quay FC have completed 1 (one) Senior Team match in Approved  Competitions. This suspension is to be served consecutively with the two match suspension as detailed above. 

The charge against Rhyl FC with the Disciplinary Offence as set out under FAW Rule 24.2.12, for the alleged failure of its supporters to conduct themselves in an orderly fashion or fail to refrain from abusive, obscene or provocative behaviour, conduct or language whilst attending the Welsh Premier Football League match, Aberystwyth Town v Rhyl played on 15th February 2009 was found proven by a Disciplinary Panel who further decided that Rhyl FC should be fined £250.00. 

The charge against Lawrence McGuiness, Coach to Prestatyn Town FC, with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of offensive or insulting or abusive language during the Welsh Premier Football League match, Neath Athletic v Prestatyn Town played on 21st March 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Lawrence McGuiness should be subject to a TOUCHLINE SUSPENSION as and from the commencement of the 2009/2010 Season and until Prestatyn Town FC have completed 2 (two) Senior Team matches in Approved Competitions. The Panel also decided that Lawrence McGuiness should be fined £125.00. 

The charge against Karl Anthony Roberts of Afan Lido FC with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of an offensive or insulting or abusive gesture, after having been sent-off, during the Welsh Football League Reserve Division West match, Cwmamman United v Afan Lido played on 21st March 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Karl Anthony Roberts should be subject to a MATCH SUSPENSION as and from the commencement of the 2009/2010 Season and until Afan Lido FC have completed 3 (three) Senior Team matches in Approved Competitions. The Panel also decided that Karl Anthony Roberts should be fined £75.00. 

The charge against Carl Andrews of Lex XI FC with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of offensive or insulting or abusive language, after having been sent-off, during the Cymru Alliance Football League match, Penrhyncoch v Lex XI played on 4th April 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Carl Andrews should be subject to a MATCH SUSPENSION as and from the commencement of the 2009/2010 Season and until Lex XI FC have completed 3 (three) Senior Team matches in Approved Competitions. The Panel also decided that Carl Andrews should be fined £150.00. 

The charge against Nick Davies, Manager of Caerleon FC (Youth), with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of offensive or insulting or abusive language during the Welsh Football League Youth Division match, Newport Civil Service v Caerleon played on 5th April 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Nick Davies should be fined £75.00.  

The charge against Andrew Wild, Coach to Seven Sisters FC, with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged improper conduct and/or comment(s) during the Welsh Football League Division Three match, Seven Sisters v Merthyr Saints played on 25th April 2009 was found not proven by a FAW Disciplinary Panel.

The charge against Paul Alan Evans, Manager of AFC Porth, with the Disciplinary Offence as set out under FAW Rule 24.2.9, for his alleged use of offensive or insulting or abusive language during the Welsh Football League Division Three match, Aberbargoed Buds v AFC Porth played on 25th April 2009 was found proven by a FAW Disciplinary Panel. The Panel further decided that Paul Alan Evans should be fined £75.00.

GABOR GYEPES APPEAL: A Disciplinary Panel of the Football Association of Wales met on Wednesday, 25th March 2009 to consider a Claim of Wrongful Dismissal for the sending-off for denying an obvious goal scoring opportunity of Gabor Gyepes of Cardiff City FC whilst participating in the Coca Cola Championship Football League match, Cardiff City v Sheffield United FC played on 22nd March 2009.

After carefully considering the written and DVD evidence submitted, the Panel decided that the 'Claim' be determined as follows:-

1. The 'Claim' is rejected and Gabor Gyepes shall serve the standard one (1) match suspension with immediate effect.

2. The fee shall be retained and that there shall be no order as to costs.

ROSS McCORMACK APPEAL: A Disciplinary Panel of the Football Association of Wales met on Wednesday, 25th March 2009 to consider a Claim of Wrongful Dismissal for the sending-off for violent conduct of Ross McCormack of Cardiff City FC whilst participating in the Coca Cola Championship Football League match, Cardiff City v Sheffield United FC played on 22nd March 2009.

After carefully considering the written and DVD evidence submitted, the Panel decided that the 'Claim' be determined as follows:-

1. The 'Claim' is successful and the three match standard punishment be withdrawn.

2. The dismissal shall not be counted for the purposes of Section 6(f) of the Procedures.

3. The fee shall be returned and that there shall be no order as to costs.

CARMARTHEN TOWN'S CLAIM OF WRONGFUL DISMISSAL SUCCESSFUL: A Disciplinary Panel of the Football Association of Wales have today considered A Claim of Wrongful Dismissal for the sending-off for violent conduct of Craig Hughes of Carmarthen Town FC whilst participating in the Welsh Cup match, Carmarthen Town v Port Talbot Town played on Saturday, 28th February 2009. After carefully considering the written and DVD evidence submitted, the Panel decided that the 'Claim' be determined as follows:-

1. The 'Claim' is successful and the automatic three match suspension shall be withdrawn.

2. Section 6(f) of the 'Procedures Concerning Field Offences' shall not be invoked in relation to this dismissal if Craig Hughes is sent-off again for another offence.

3. The fee shall be returned and there shall be no order as to costs.

After carefully considering the written and DVD evidence submitted, the Panel decided that the 'Claim' be determined as follows:-

1. The 'Claim' is successful and the three match standard punishment be withdrawn.

2. The dismissal shall not be counted for the purposes of Section 6(f) of the Procedures.

BANGOR CITY FC: Bangor City FC were charged with a Disciplinary Offence as set out under FAW Rule 24.2.13 for the alleged encroachment on the pitch area by its supporters during the Welsh Cup Final match, Bangor City FC v Llanelli FC played on 4th May 2008. After carefully considering the written, verbal and DVD evidence submitted, a FAW Disciplinary Panel decided that Bangor City FC should be fined £10,000, of which £5,000 is to remain suspended up until the end of the 2008/2009 Season and be payable should a further charge of misconduct against the Club, as a result of an incident involving their supporters during this period, be found proven by a FAW Disciplinary/Appeals Panel. SWANSEA CITY CHARGED: Charges have been issued against Swansea City and Havant & Waterlooville in relation to an incident during their FA Cup Third Round match at the Liberty Stadium on 5th January 2008. Swansea City has been charged by the Football Association of Wales with the Disciplinary Offence of the alleged failure of its players to conduct themselves in an orderly fashion or fail to refrain from violence, threatening or provocative behaviour, conduct or language. The Football Association has charged Havant & Waterlooville for the conduct of their players for failing to ensure its players conducted themselves in an orderly fashion and refrained from provocative behaviour. SUSPENSION: Mr Keith Bryan of Wrexham, a former Council Member of the Football Association of Wales, has recently been found guilty by a FAW Appeals Panel of an offence likely to bring the game into disrepute. The offence took place during Mr Bryan’s tenure as a Council Member and the Appeals Panel, after carefully considering the written and verbal evidence submitted, decided that Mr Bryan should be subject with immediate effect to a sine die suspension from all football related administration, management and governance with no review until September 2014. In deciding this penalty, the Appeals Panel gave due consideration to Mr Bryan’s previous conduct record. (08.01.08)

JAMES BAN: Ceri James, a player with Llandyrnog United FC, has been suspended up to and including 24th April 2009. The suspension was imposed following an appeal by the Word Anti-Doping Association to the Court of Arbitration for Sport. (04.01.08)

KENDALL APPEAL WITHDRAWN: The original two match suspension imposed on Lee Kendall of Rhyl FC, for his alleged use of insulting language following the conclusion of the FAW Premier Cup match, Llanelli FC v Rhyl FC played on 6th November 2007, that was due to start on 13th December 2007, was deferred following the receipt of an appeal by the club. Rhyl FC has subsequently withdrawn this appeal and Kendall’s suspension will commence as and from 4th January 2008. (04.01.08)
